Objectives and subject of activity

The main goals of the Center's activities:

• scientific research and development in the field of medicine in terms of medical assessment in the system of the Ministry of Health of the Republic of Belarus (hereinafter medical assessment) and medical rehabilitation;
• ensuring the provision of medical care in stationary conditions requiring the use of advanced rehabilitation medical technologies;
• identifying, on the basis of scientific achievements, the most effective directions for the development of medical assessment and medical rehabilitation for the population of the Republic of Belarus and assessing the quality of medical care, medical assessment.

The subject of the Center's activities:

• carrying out and organizing the implementation of the results of research, development and experimental-technological work (hereinafter - NIOC (T) R) in the field of medical assessment and medical rehabilitation in practical health care; coordination of research on these problems; organization and implementation of innovative activities, including assistance in the commercialization of the results of scientific and scientific and technical activities carried out by the Center;
• implementation of international cooperation with organizations of other countries in the manner prescribed by the legislation of the Republic of Belarus, including the implementation of scientific relations and joint developments in the field of medical assessment and medical rehabilitation with scientific centers of other states;
• organization and coordination of scientific research on medical assessment and medical rehabilitation for the population of the Republic of Belarus;
• development of quality control criteria; conducting medical assessment for the population of the Republic of Belarus;
• generalization, analysis, development and submission to the Authorized Body of proposals for improving the conduct of medical rehabilitation and medical assessment to the population of the Republic of Belarus;
• conducting, in accordance with the established procedure, clinical trials of medicines, medical devices, medical equipment;
• carrying out works on invention, patenting and introduction of new developments of the Center into medical practice;
• implementation of products created by the Center during NIOC(T)R, as well as prepared by the Center for medical scientific, scientific-methodological and popular science literature;
• implementation of educational programs of postgraduate education of the first (postgraduate) stage;
• training of medical specialists in clinical residency; submission in the prescribed manner of reporting, statistical and other requested information to the relevant government bodies and government agencies;
• conducting medical consultations (councils) in the manner prescribed by the legislation of the Republic of Belarus;
• assessment of temporary disability for patients due to diseases;
• determination of the presence and severity of violations of the functions of organs and systems of the body, restrictions on the vital activity of patients, social insufficiency, clinical and labor prognosis;
• medical assessment of patients in cases established by legislative acts of the Republic of Belarus;
• determination of the degree of loss of professional (general) working capacity for persons who have suffered damage to health as a result of an industrial accident or occupational disease, as well as who have received an injury or other damage to health as a result of other insured events, other cases established by law;
• determining the time of the onset of disability (establishing the category of "disabled child") at the request of regional (city) departments (departments) for labor, employment and social protection for the appointment of an early retirement pension to parents of children with disabilities (disabled from childhood) and other purposes;
• conducting an independent medical assessment;
• carrying out other types of medical assessment carried out in accordance with the legislation of the Republic of Belarus;
• provision of medical care to patients - medical prevention, diagnosis, treatment, medical rehabilitation on the basis of clinical protocols and (or) methods of medical care;
• medical rehabilitation in inpatient conditions for patients in the early and late recovery periods of the disease, as well as for patients with the consequences of the disease, including early inpatient medical rehabilitation and late (repeated) inpatient rehabilitation;
• assessment of the quality of medical care, medical assessment;
• referral, if necessary and in accordance with the established procedure, of patients to receive medical care in other health organizations;
• professional consultation of patients in order to select the optimal conditions and nature of work, taking into account the degree of loss of professional (general) ability to work;
• carrying out professional diagnostics, professional advice for disabled children aged 14 to 18 years in order to select the intended profession for training, corresponding to the state of health, taking into account the possibility of their subsequent employment;
• interaction with pedagogical workers involved in teaching, professional training of disabled children aged 14 to 18 years, employees of the employment service, as well as with representatives of public organizations of disabled people;
• analysis of working conditions at specific workplaces according to the submitted documents, as well as professional analysis in order to select optimal working conditions, to determine the degree of loss of professional ability to work;
• issuance of medical and other documents in accordance with the procedure established by law;
• implementation of requests in accordance with the established procedure, obtaining information from healthcare organizations, other bodies and organizations necessary to resolve issues within the competence of the Center;
• implementation, within its competence, of methodological guidance and coordination of the activities of health organizations on medical assessment, medical rehabilitation, improving their quality;
• organizational, methodological and advisory assistance to health departments of regional executive committees, the Health Committee of the Minsk City Executive Committee, health organizations on medical assessment, medical rehabilitation, improving their quality;
• forecasting, monitoring and analysis of the causes of morbidity with temporary disability, disability, development of measures to optimize them, control of their implementation;
• on-the-job training of specialists for medical and professional rehabilitation rooms of medical and rehabilitation expert commissions;
• the Center's performance in court as an expert, defendant, plaintiff and (or) other authorized person on the basis of the legislation of the Republic of Belarus;
• formation and maintenance of a nationwide personalized data bank on the disability of the population within the framework of the functioning of the Republican information and analytical system for medical assessment and rehabilitation of disabled people of the Republic of Belarus and protection of information;
• provision of paid medical services to citizens of the Republic of Belarus, foreign citizens and stateless persons in accordance with the legislation of the Republic of Belarus;
• carrying out measures to protect the health of the population, measures to promote a healthy lifestyle;
• consideration, within the limits of its competence, in the manner and within the terms established by the legislation, appeals (proposals, applications, complaints) of citizens and legal entities;
• carrying out other activities in accordance with the legislation of the Republic of Belarus and the objectives of this Charter.
